Essex county council secures funding for ‘Warm Homes, Healthy People’ project

Essex County Council has been successful in securing a £139,250 government grant to help vulnerable residents deal with the cold weather this winter. The scheme, which runs until the end of March 2012, aims to reduce death and illness due to cold housing by providing advice and information on how to keep warm, provide benefit entitlement checks to reduce fuel poverty, and take energy efficiency measures where possible. The bid was made following the success of the Tendring Reach Out project, a project funded by ECC and NHS North East Essex, of ‘taking advice to the door’ where Tendring Citizens’ Advice Bureaus (CAB) were commissioned to deliver advice through ‘door knocking' and community engagement. Nine other CABs across Essex expressed their intention to be a part of the bid and will work in partnership with Essex County Council to offer information and advice about the effects of cold weather. Over the next few weeks, CABs will make visits to residents’ homes to engage those people who are most vulnerable and who would benefit from individual support. They will deliver advice and information about energy efficient homes, warm front applications and benefit entitlement checks in areas of deprivation with support from their own district and borough councils. Essex County Councillor Ann Naylor, Cabinet Member for Adults, Health and Community Wellbeing said: “This is a great initiative that really helps those in our community that need support using the simple idea of taking advice to the door. My thanks go to all the Citizen Advice Bureaus for their support.” A support pack which contains information and advice is also being developed to promote energy efficiency and other ways to keep warm and well, including government funding for winter fuel payments, and installing energy-efficient insulation. Excess winter mortality is highly prevalent among people with cardiovascular disease, respiratory disease and amongst older people, while the consequences of fuel poverty include cold and damp homes, reduced quality of life and poor health. In Essex fuel poverty is particularly an issue in rural areas, and as a result the “Warm Homes, Healthy People” Project will focus on the following areas: the north of Uttlesford and Braintree districts, Tendring coastal areas and the east of Rochford and Maldon. 1st December 2011: Harlow CAB and our local job centre are working together to provide work experience

Harlow CAB and our local job centre are working together to provide work experience to those aged 18-24 and long term unemployed in their Back to Work programme. Individuals who are successful in interview will be volunteering for 8 weeks 25hours per week for the charity in order to develop and gain skills, confidence and cv content. In turn the bureau supports the indivuduals through training, management and feedback. We have begun the programme with 2 young volunteers and 1 has found part time employement during the scheme, the other young lady found employment when the 8 weeks ended! We are now in our second phase of work experience and we hope that the success continues.


28th June 2011:Harlow CAB are to be the new lead agency for the East of England Financial Capability Forum

We are delighted to announce that Harlow CAB are to be the new lead agency for the East of England Financial Capability Forum.

Citizens Advice supports 14 regional financial capability forums in England and Wales as part of its Financial Skills for Life programme. Since starting in 2007, the forums have attracted over 1500 participants from more than 600 organisations in a wide variety of sectors. As well as over 100 Citizens Advice Bureaux, they include housing associations, local authorities, other advice agencies, credit unions, schools, the FSA, local community groups and private sector funders. Forum members support each other by sharing information and experience. The emphasis in all forums is on involving everyone with an interest in improving financial capability.

The forums are increasingly engaged in joint activity, and have channelled over £1 million of funding to participants. The East of England forum covers Bedfordshire, Norfolk, Suffolk, Essex, Cambridgeshire and Hertfordshire. It is co-ordinated by Mary Hennessey of Citizens Advice Bureau Harlow. The forum meets quarterly and attracts members from a range of orrganisations across the region. The Forum is an opportunity for those working to develop financial capability to access new ideas and share best practice in delivery, the next meeting is 12 July 2011 in Harlow to register to attend or to learn more about the Forum email:

13 June 2011 CAB Harlow working in partnership employment scheme with Field and Rumens Consultancy Ltd
In July CAB in association with Employability and Field and Rumens Consultancy Ltd to provide a 12 week volunteer scheme for individuals to increase confidence building and enhance existing skills and maybe find new ones! This has been funded Lloyds TSB Foundation for England and Wales for over 3 years  
**VISIT US IN THE HARVEY CENTRE 10am to 16.00pm on Friday 3rd June**

As part of National Volunteer Week the Harlow Citizens Advice Bureau will be holding a recruitment drive in the Harvey Centre (just outside Clinton Cards) on Friday the 3rd of June from 10am to 4pm. We need people of all ages and backgrounds to volunteer their time; this can be a regular commitment or maybe a few hours a week, for roles such as fund raising, clerical & admin, reception or assessors & advisors.

Becoming a CAB volunteer provides an opportunity to learn new skills and to develop existing ones. You will have the opportunity to develop your skills in a number of areas, including communication, dealing with the public, clerical and IT skills. You will also increase your self-confidence through practical in the work place experience. Our training is accredited by the Open College Network, and many of the volunteers who leave the service each year have been able to use their experience to obtain paid work.



Since opening on 31st Mar we have seen a 266% increase in client demand. From 15 clients per session in to 40 clients per session.

CAB Harlow will be piloting a new scheme with thanks to Lloyds TSB Foundation, helping people with low confidence, anxiety and depression back into a social environment and a team. We hope to increase individuals confidence and enable people to have more opportunities in their lives with eventually finding paid employment.

CAB Harlow are continuing to provide home visits under the FABA scheme, working closely with Essex Bureaux and Essex County Council. Helping individuals in their homes with DLA and AA forms. Financial Capability through Nationwide helping indivduals of all ages understand their finances, promoting awareness.
